Queen Anne VictorianA Certificate of Appropriateness is a permit to proceed with new construction or alterations to a historic resource after the proposed plans have been reviewed and approved by the Cultural Heritage Board or staff. A Certificate of Appropriateness application is required for properties which are designated or eligible for designation in accordance with the criteria set forth in the City's Cultural Resources Ordinance (Title 20).

Minor additions and alterations can be reviewed at a staff level and are referred to as Administrative reviews. These include reroofing, in-kind replacement of architectural features or elements, fences, landscaping, and other less significant changes. New construction and more significant additions are subject to Cultural Heritage Board review. For these cases, the staff prepares a report and makes findings and recommendations for consideration by the CHB. CHB and administrative staff decisions can be appealed to the City Council.
